Creative reading of the rule book! Reminds me of the old SCCA Pro Rally rule about no evidence of body damage or primer. Didn't say the car had to be painted.
Nostalgia isn't what it used to be.

ah ha good to see this has some serious implications.  should be very fun.  if you're budget minded then $10k should be very doable.  could maybe do it for 3/4's of that.
