1962 SCTA Safety Rules Question

Hi all,

I need to know, for research purposes, if the SCTA required such items as shoulder harnesses, fire extinguishers, etc. in the Lakester and lower Streamliner classes in the early 1960s, especially 1962. What was required per the rulebook back them for the lower classified cars?
