Altered Class question

 In the altered classes, is a rear-wheel drive to front-wheel drive conversion legal. Or is this only legal in Comp coupe. Unless I am missing something FWD sure seems like the way to go. Thanks.

Can anyone tell me who to ask? Who makes the decision on interpretation of the rules?
